City of Carnation- Proposition No. 1

PROPOSITION NO. 1
POLICE PROTECTION EXCESS LEVY
$95,000

Shall the City of Carnation, Washington, be authorized to levy an excess property tax in the year 1998 for collection in 1999 of $95,000, estimated at $1.13 per $1,000.00 of full assessed value, for the purpose of providing funds for police services and personnel, all as provided in Ordinance No. 564?

EXPLANATORY STATEMENT:
Funds available from the City of Carnation's General Fund are inadequate to maintain the current level of police and public safety services. To maintain the existing level of police and public safety services, the Carnation City Council proposes a $95,000 levy to be assessed and collected in 1999. Funds from the levy will provide supplemental funds for police salaries and benefits.
State law limits increases in regular property taxes to 6% per year without voter approval. If approved, Proposition No. 1 will permit the City to levy up to $1.13 per $1,000 of full assessed value in 1999 in addition to the 6% increase otherwise provided by law. Monies generated from the passage of Proposition No. 1 will be used to pay for public safety and police services only.

STATEMENT FOR
Reason Police Levy Is Needed:
Police Services represents the largest single program in the City of Carnation's Annual Budget. However almost 25% of the police budget must be funded annually by a tax levy that is necessary to maintain three full-time officers dedicated to serving our community. Your support of this levy will ensure the delivery of police protection services during the coming year. The levy rate per thousand dollars of assessed value will remain the same as the 1997 levy and is less than the 1996 amount.
Please vote your support on September 15.
