Vote
counting at all elections facilities and polling places is an open, public process.
The news media is recognized as a means by which the public at large can observe
the process.

Although
the polling process is public, the vote itself is secret. The privacy of the voter
as he or she is voting must be respected. State law (RCW 29A.44.010) states "no
person may interfere with a voter in any way within the polling place. This does
not prevent the voter from receiving assistance in preparing his or her ballot as
provided by law.
雖然在投票站投票是一公開過程,投的一票是秘密的。每一選民所投的票皆屬私隱,所以需受隱秘。華州法例
(RCW 29A.44.010) 規定 "在投票站,任何人皆不能以任何方法干擾任何選民。但此不應防止選民接受法規所容許的輔導以助他們填寫其選票。
To
assist in meeting these dual objectives, the following rules are provided to guide
news media and election officials:

Media
must follow general observer guidelines provided at each vote counting facility.

The
polling place Inspector is responsible for the decorum of the polling place and for
ensuring that the polling process is carried out as efficiently and smoothly as possible.
News media wishing to observe the polling process should first check in with the
polling place Inspector.
投票站督察員負責其投票站的秩序並同時盡其所能使投票程序能順利有效地進行。新聞傳媒如想觀察在投票站投票的過程應需獲得投票站督察的許可方進行

News
media should arrange with the polling place Inspector as to the location for observing
the process without causing any disruption. This includes setups for cameras.
新聞傳媒應與投票站督察商討應從何處在不干擾選民及程序情況下觀察。此包括擺放影視機的地點及角度

Exit
polling of the voters is permitted but must be conducted outside the room where the
voting is actually taking place. Obviously, the voter has the right not to disclose
how he or she may have voted. Exit polling may be conducted within 300 feet of the
polling place but not within the actual polling place itself. It is the responsibility
of poll takers to make arrangements with the polling place building owner. The polling
place lease between King County Elections and the property owner does not cover exit
polling activities.

Polling
places are not available to the media before the polls open at 7 a.m. to ensure poll
workers have adequate time to properly set up the polling place and prepare for voters.
Likewise, the media is not permitted to interrupt the closing of a polling place
after 8 p.m. Exemptions to filming, recording or observing the closing of the polls
can be made at the discretion of the Director and/or the Elections Communications
Specialist. Media must put such requests in writing at least 48 hours prior to Election
Day. At no time will exemptions to this rule be made with regards to filming, recording
or observing before the
polls open at 7 a.m. This same rule is applied to all elections facilities before
the building officially opens for business. Fax your request to the Communications

在投票站未開放,即早上七時以前,傳媒是不能進入投票站以確保投票站工作人員有足夠時間為投票站及選民作好準備
。同樣地,在晚上八時後,傳媒也不能干擾投票站收工的程序
。署長及聯絡專員可特別批準傳媒拍攝,錄影,或觀察投票站收工程序

The
hours between 5 p.m. and 7 p.m. are when the polls are the most crowded and the uncoordinated
presence of observers can be most disruptive. Therefore, coordination with the
Inspector during this time period is essential. If news media wish to observe during
this period, please be respectful of poll workers priorities and check-in with the
Inspector first. Cooperation between media and the polling place officials is necessary
so that the objectives of public observation and voter convenience and privacy can
both be achieved.
下午五時至七時是投票站最擠迫的時候,未經安排而突然出現的觀察員可能會引致極大的擾亂。要在這段時間觀察,與投票站督察提早安排是至為重要。如新聞傳媒希望在此段時間觀察,請考慮投票站工作人員工作重點並先向督察報到。最要緊的是傳媒與投票站官員皆需充份合作使公開參觀及選民的方便與私隱的目的皆可達到。
