NOTICE IS HEREBY GIVEN that on Tuesday, May 20, 2003, in King County, State of Washington, at the polling places listed separately, there will be held Special Elections for the purpose of submitting to the voters for their approval or rejection the propositions as listed and for electing freeholders.

KING COUNTY
PROPOSITION NO. 1
LEVY FOR FUNDING PARKS, RECREATION, OPEN SPACE AND TRAILS

The King County Council has passed Ordinance No. 14586 (PDF 35KB) concerning funding parks, recreation, open space and trails. This proposition would fund continued and increased operation and maintenance of King County's regional parks (for example, Marymoor Park; Cougar Mountain; portions of Burke Gilman Trail), rural parks, and recreation facilities, and fund recreation grant programs. It would authorize King County to exceed RCW 84.55 regular property tax limitations and levy an additional regular property tax of 4.9 cents per $1,000 of assessed valuation for four consecutive years with collection beginning in 2004, as provided in Ordinance No. 14586. CITY OF BELLEVUE
PROPOSITION NO. 1
CHANGES BELLEVUE TO CHARTER CITY;
COMMISSION TO STUDY, DRAFT CHARTER

This proposition would change the City of Bellevue's classification under Revised Code of Washington Title 35A to a charter code city and would create a charter commission consisting of fifteen freeholders elected by the voters to study and draft a charter for submission to the voters for their consideration at a subsequent election.

Shall the City of Bellevue become a Charter code city and be governed in accordance with a charter to be drafted by freeholders and submitted to the voters for their consideration under the provisions of Title 35A of the Revised Code of Washington?

ENUMCLAW SCHOOL DISTRICT NO. 216

SCHOOL CONSTRUCTION, MODERNIZATION AND IMPROVEMENT BONDS
$42,864,077

The Board of Directors of Enumclaw School District No. 216 adopted Resolution No. 853, concerning a proposition to finance, construct, modernize and improve school facilities. This proposition would authorize the District to construct and equip a new J. J. Smith Elementary School, modernize Enumclaw High and Middle Schools and Byron Kibler, Westwood and Black Diamond Elementary Schools, and make safety, transportation, technology and electrical improvements to existing schools, facilities and sites; issue no more than $42,864,077 of general obligation bonds maturing within 20 years; and levy annual excess property taxes to repay such bonds, all as provided in Resolution No. 853. Should this proposition be:

RENTON SCHOOL DISTRICT NO. 403

FACILITY IMPROVEMENT
GENERAL OBLIGATION BONDS - $150,000,000

The Board of Directors of Renton School District No. 403 adopted Resolution No. 9-02/03 concerning a proposition for bonds. The proposition authorizes the District to construct and equip new facilities, make technology upgrades, modernize existing facilities, including safety and energy conservation upgrades and make other capital improvements, issue $150,000,000 of general obligation bonds maturing within a maximum of 20 years, and levy excess property taxes annually to repay the bonds, as provided in Resolution No. 9-02/03. Should this proposition be:

SNOQUALMIE VALLEY SCHOOL DISTRICT NO. 410
PROPOSITION NO. 1
FACILITY IMPROVEMENTS
GENERAL OBLIGATION BONDS - $53,500,000

The Board of Directors of Snoqualmie Valley School District No. 410 adopted Resolution
No. 651 concerning a proposition for bonds. The proposition authorizes the District to construct new elementary and middle schools; fire sprinkler, gymnasium, track, field and spectator seating improvements at Mount Si High School, gymnasium upgrades at Fall City Elementary School and Chief Kanim Middle School; and construct a District-wide fiber-optic infrastructure, issue $53,500,000 of general obligation bonds maturing within a maximum of 20 years, and levy excess property taxes annually to repay the bonds, as provided in Resolution No. 651. Should this proposition be:

APPROVED         REJECTED
