Vashon-Maury Park & Rec. Dist. - Proposition No. 1

BALLOT TITLE

PROPOSITION NO.1
PARKS AND RECREATION
GENERAL OBLIGATION BONDS - $2,000,000

The Board of Vashon-Maury Park and Recreation District passed Resolution 00-18 concerning this proposition to issue park bonds. This proposition would authorize the District to improve its parks to provide healthy, safe and accessible parks, issue general obligation bonds in an amount not to exceed $2,000,000 maturing within 20 years to finance such improvements, and levy property taxes annually in excess of regular property tax levies to repay such bonds, all as provided in Resolution 00-18. EXPLANATORY STATEMENT

Passage of ballot measure No. 1 will allow the Vashon-Maury Park and Recreation District to issue bonds in a principal amount up to $2,000,000 to fund the costs of improving all or most of its parks and to levy property taxes in amounts sufficient to pay the principal of and interest on such bonds as such amounts become due. To provide its citizens with healthy, safe and accessible parks, the District's improvement projects will include drainage, trails, fencing, restrooms, paving, signage, building renovations, upgrading utilities, parking, vegetation restoration, new play equipment, grading, storage, new maintenance equipment, stream restoration and other capital improvements.

 

STATEMENT FOR

In 1995, King County deeded over 8 parks on Vashon to the Vashon Park District. Prior to this, King County performed only limited maintenance on these parks. At the time of that acquisition, no major improvements had been made to those parks in over 10 years.

The bulkhead at Wingehaven Park is now unsafe and is fenced off from public use. The wall holding the pond at Wingehaven needs to be rebuilt. A trail system at Fern Cove needs to be established to allow public access while protecting the estuary. The restrooms at Jensen Point haven't worked since the county deeded the park to us. The buildings at Point Robinson are rapidly deteriorating. The Village Green needs to be developed. The Ober Park building needs to be refurbished. The Ober Park Playground needs to be replaced. Agren Park needs bathrooms.

During the last decade, the population of Vashon has grown to over 10,000. Park usage has increased to the point that major improvements cannot be made without a capital bond.

This bond issue is made in response to the citizens of Vashon who have requested that our parks get cleaned up.
