All ballots counted, final certified results posted

Officials prepare for a machine recount of 55,800 ballots

King County Elections certified the Nov. 6, 2007 General Election today and Elections Director Sherril Huff said staff have already started sorting ballots in preparation for a machine recount in Hospital District No. 1 Commissioner position three.

The difference of 108 votes between first and second place candidates Anthony Hemstad and Carole A. Anderson triggers an automatic machine recount. Employees will spend the next three days sorting ballots from legislative district down to precinct level. The actual machine recount of the ballots is scheduled to begin Monday, Dec.3 and finish by Tuesday, Dec.4 with results posted by 4:30 p.m. The county's vote tabulation system will be re-programmed to look only at the votes cast for Hospital District No. 1.

State law requires a machine or manual recount depending on the margin of difference between candidates. A machine recount is required if the difference between candidates is less than 2,000 AND also less than 0.5 percent of the total votes cast for both candidates. A manual recount is required if the difference is less than 150 votes AND also less than 0. 25 percent of the total votes cast for both candidates. Staff reports to the Canvassing Board demonstrated continued improvements by staff in reconciling ballots counted and voters credited with voting. King County’s post-election audit of 4 percent of accessible voting units (or electronic voting equipment) used on Election Day resulted in a perfect match between the electronic vote totals and the paper audit trail. To date, all manual audits of King County’s accessible voting units have been 100 percent accurate.

"The level of audits we perform on our equipment and processes is rigorous, but we can do more to ensure every possible security vulnerability is addressed and put checks in place to expose threats immediately," said Huff. "Current state law restricts the amount of access we have to do extensive audits. Next year, King County will advocate the legislature to change state law to allow King to do more rigorous audits, specially tailored to an all-mail voting environment."

Preparations for the February 19, 2008 presidential primary and special elections have already begun. Jurisdictions still have until December 29, 2007 to file resolutions for the February ballot.
