EXPLANATORY STATEMENT

Ronald Wastewater District Commissioners would like the residents of the area known as the “Ronald Annexation Area” to be able to vote for commissioner, be a commissioner, and provide input regarding capital improvement projects and other district business.

Ronald Wastewater District is a special purpose district pursuant to RCW Title 57 and has since October 1, 2001 provided sewer service to this area which was previously served by Seattle Public Utilities. The District provides sewer service to the majority of the City of Shoreline and an area in unincorporated Snohomish County.

Statement For

Voting for this proposition WILL NOT increase your current sewer rates. However voting for this ballot measure will restore your right to vote for the people who set your sewer rates. In addition to setting rates, the commissioners who we would help elect are the ones who will maintain, upgrade, and extend our aging facilities. With a yes vote on this ballot measure a resident will be able to vote in an election for commissioner and have the opportunity in the future to run for a sewer district commissioner position. If you vote no you will continue to have people outside your area making decisions for you! Please vote yes “For Annexation to the Ronald Sewer District.”

AN ORDINANCE establishing August 19, 2008, as the date of a special election on the question of annexation of the “Ronald Annexation Area” into the Ronald wastewater district; and declaring an emergency.
    BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
    SECTION 1. Findings:
    A. Ronald wastewater district, by Resolution No. 07-27, has determined that it is in the best interests of the district and the public to annex the “Ronald Annexation Area”, in accordance with chapter 57.02 RCW.
    C. The King County boundary review board received a request for review under chapter 36.93 RCW, and on February 25, 2008, the review board, in file 2272, deemed the proposed annexation approved.
    E. Pursuant to chapters 29A.04 and 57.24 RCW, the metropolitan King County council deems an emergency exists for the purpose of calling a special election to be held on the question of this annexation on August 19, 2008.
    SECTION 2. A special election shall be held on the 19th day of August 2008 in accordance with chapter 35A.14 RCW within the territory of the proposed annexation, for the purpose of submitting the question of annexation of the “Ronald Annexation Area” into the Ronald wastewater district.
    SECTION 3. The number of residents within the subject area is estimated at 16,975 as nearly as may be determined from available records.
   
SECTION 4. Pursuant to RCW 29A.04.321 and 57.24.040, it is hereby deemed that an emergency exists for purposes of calling a special election. The King County director of the elections division is hereby requested to assume jurisdiction to call and conduct a special election and submit to the registered voters within the subject area of the proposition as set forth in section 4 of this ordinance. The clerk of the council is hereby authorized and directed to transmit the proposition to the director of the elections division in substantially the following form, with such additions, deletions or modifications in the ballot title as may be required for the propositions listed below by the King County prosecutor:

PROPOSED ANNEXATION TO RONALD WASTEWATER DISTRICT
Shall the area known as the Ronald Annexation, which is legally described in King County Ordinance No. 16050, be annexed to and become part of the Ronald Wastewater District?

    SECTION 5. The director of the elections division is hereby authorized and requested to prepare and distribute a local voters’ pamphlet, pursuant to K.C.C. 1.10.010, for the special election called for in this ordinance, the cost of the pamphlet to be included as part of the cost of the special election.
    SECTION 6. The boundaries of the territory proposed for annexation are hereby described in Attachment A to this ordinance.
    SECTION 7. The council finds as a fact and declares that an emergency exists and that this ordinance is necessary for the immediate preservation of public peace, health or safety or for the support of county government and its existing public institutions.

Ronald Annexation Legal Description

It is the intent of this description to include all of that area from the centerline of North 145th Street to the Easterly City of Shoreline city limits Northerly to the Ronald Water District service area and coincident with this line so that no fractionalized lots are excluded by this annexation.

Those portions of Sections 5, 6, 7, 8, 9, 16, 17, and 18 in Township 26 North, Range 4 East, W.M., situate in King County, Washington, being more particularly described as follows:
