PROPOSITION NO. 1
LEVY FOR PUBLIC SAFETY FUNDING


The Redmond City Council has passed Resolution No. 1250 to place public safety funding before the voters.  This proposition would fund critical public safety needs, such as additional fire and police personnel and school safety programs.  It authorizes an increase in the regular property tax rate for collection in 2008 of $0.35 per $1,000 of assessed valuation, for a total rate (if only this proposition passes) of $1.53 per $1,000 of assessed valuation.  The 2008 levy amount would become the base upon which levy increases would be computed for succeeding years.

EXPLANATORY STATEMENT

    The City of Redmond relies on property taxes to provide basic services such as police and fire. Redmond’s current total property tax rate is $1.18 per $1,000 of assessed valuation. The proposed increase of $0.35 per $1,000 of assessed valuation would be about $145 annual increase on an average home in Redmond. This increase only applies to the Redmond portion of your property tax bill, not your entire property tax bill.
    The purpose of this levy is to support public safety needs in both Police and Fire through the addition of more firefighters and police personnel. This levy increase would go directly to support operations and programs, such as:

  • Nine firefighters to support fire and aid car operations at the Overlake Fire Station No. 12
  • Nine firefighters to support an aid car at the North Redmond Station No. 17
  • Seventeen police personnel to support police operations and programs, including a regular police presence in the public schools as part of a comprehensive school safety program.
    If only this proposition passes, the City of Redmond will be allowed to levy up to $0.35 per $1,000 of assessed valuation to invest solely in critical public safety programs.

Statement For

    The quality of life in Redmond is exceptional and our police and fire departments are vital to keeping Redmond a great place to live – vote YES on Proposition #1.
    A YES vote on Proposition #1 will maintain and improve response times for critical needs; fire and police available when we need them. Proposition 1 is supported by the City Council and Mayor.
    Last year there were rotating closures of fire stations. We lack sufficient firefighters and police officers. In August 2006 officers in secondary schools were reassigned due to staffing shortages. Budget adjustments fixed the fire station problem, but band-aids are not enough. To prevent further cutbacks in services Redmond needs more public safety staff. We need to support our first responders! To continue first-rate public safety and maintain safe schools and safe neighborhoods Redmond needs more police and fire personnel. Please commit to making sure our schools and our community continue to be safe environments for all citizens.

RESOLUTION NO. 1250

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDMOND, WASHINGTON, PROVIDING FOR THE SUBMISSION TO THE QUALIFIED ELECTORS OF THE CITY AT THE AUGUST 21, 2007 ELECTION OF A PROPOSITION AUTHORIZING AN INCREASE IN THE REGULAR PROPERTY TAX IN EXCESS OF THE INCREASE OTHERWISE ALLOWED BY CHAPTER 84.55 RCW FOR PUBLIC SAFETY PURPOSES; SETTING FORTH THE BALLOT TITLE THEREFORE; REQUESTING THAT THE DIRECTOR OF THE KING COUNTY RECORDS, ELECTIONS, AND LICENSING DIVISION PLACE THE PROPOSITION ON THE AUGUST 21, 2007 ELECTION; AND FIXING THE TIME WHEN THE SAME SHALL BECOME EFFECTIVE.


    WHEREAS, the City Council has agreed to ask the voters whether they are willing to fund eighteen firefighters for additional staff in the Overlake and North Education Hill fire stations through a levy lid lift, and
    WHEREAS, the City Council has also agreed to ask the voters if they are willing to fund seventeen police personnel to support police operations and programs, such as school safety through a levy lid lift, now therefore,
    THE CITY COUNCIL OF THE CITY OF REDMOND, WASHINGTON, HEREBY RESOLVE AS FOLLOWS:
    Section 1. Levy Lid Lift Election Called For. Pursuant to RCW 84.55.050, the Redmond City Council hereby calls for submission of a proposition to the qualified electors of the City asking whether the City shall levy regular property taxes in excess of the limitation established in RCW 84.55.010. The Director of the King County Records, Elections and Licensing Services Division, as ex officio supervisor of elections in King County, is hereby requested to call the election in the City of Redmond on August 21, 2007. The proposition to be submitted to the qualified voters of the City for their approval or rejection is to authorize increasing the City’s regular property tax levy by $0.35 per $1,000 of assessed valuation, to a total levy rate of $1.53 per one thousand dollars of assessed valuation, for collection beginning in 2008.
    Section 2. Purpose of Levy. The purpose of the proposed levy lid lift is to support public safety needs in both Police and Fire through the addition of more firefighters and police personnel.
    Section 3. Ballot Proposition. The City Clerk is here by authorized and directed, not later than May 29, 2007, to certify a proposition to the King County Records, Elections and Licensing Services Division, as ex-officio Supervisor of Elections in King County Washington, in substantially the following form:

    Section 4. Changes. The Mayor and City Attorney are authorized to make such minor adjustments to the wording of such proposition as may be recommended by the King County Records, Elections, and Licensing Services Division, as long as the intent of the proposition remains clear and consistent with the intent of this Resolution as approved by the City Council.
    Section 5. Effective Date. This resolution shall take effect and be in full force immediately upon passage by the City Council.
