After reviewing the facts we believe a majority of you will find we share a difficult but necessary decision for Fire District 27. We need to better fund the delivery of critically needed emergency services in our community. Our Fire Commissioners, elected locally, meeting each month to do the business of maintaining our emergency service safety net, are sending us a clear message. They need more money to meet the increased needs of our community. We need 24 hour seven day a week coverage. Our volunteers are stretched too thin. Some of us, as past volunteers, understand the burden of technical skill training and the huge time commitments. Those that continue to serve deserve our gracious support. Our elderly and our youth, who spend their days in our community when we are away, need our help. We need to provide a greater depth of coverage. We currently pay a third less fire tax than most of our neighbors who continue to hire our firefighters away with more competitive wages. This money stays local and seniors will receive appropriate discounts. Fall City has a great Fire Department. Help deliver it to those who need it. PLEASE VOTE YES ON APRIL 27.

AMENDED RESOLUTION PROVIDING FOR THE SUBMISSION OF LEVY
A RESOLUTION OF THE BOARD OF COMMISSIONERS OF KING COUNTY FIRE PROTECTION DISTRICT NO. 27, PROVIDING FOR THE SUBMISSION TO THE QUALIFIED ELECTORS OF THE DISTRICT AT A SPECIAL ELECTION TO BE HELD WITHIN THE DISTRICT ON APRIL 27, 2004, OF A PROPOSITION AUTHORIZING A LEVY OF A PROPERTY TAX NOT TO EXCEED $1.40 PER $1,000.00 OF TRUE AND ASSESSED VALUATION SUBJECT TO OTHERWISE APPLICABLE STATUTORY LIMITATIONS.
WHEREAS, it is the judgment of the Board of Commissioners of King County Fire Protection District No. 27 that it is essential and necessary for the protection of the health and life and property of the residents of the District to maintain the level of fire and aid protection services and to comply with state and national safety standards; and
WHEREAS, such services will necessitate the expenditure of tax revenues for maintenance, operations, equipment and personnel in excess of those which can be provided by the District's regular tax revenue levied at the current rate per $1,000.00 of assessed valuation of taxable property within the District as limited by the 101% limitation.
NOW, THEREFORE BE IT RESOLVED by the Board of Commissioners of King County Fire Protection District No. 27, King County, Washington as follows:
Section 1. In order to provide fire protection, prevention and emergency medical services in the District, it is necessary for the District to obtain, operate and maintain emergency fire and medical aid vehicles and facilities staffed by properly trained personnel equipped with suitable fire fighting and emergency medical equipment.
Section 2. In order to provide the revenue adequate to pay the costs of providing adequate life protection services and facilities as described in Section 1 and to assure the continuation of such services, the District shall, in accordance with RCW 84.55.050, remove the limitation on regular property taxes imposed by RCW 84.55.010, and Initiative 747 and levy beginning in 2004 and collect beginning in 2005, pursuant to RCW 52.16.130, RCW 52.16.140 and RCW 52.16.160, a general tax on taxable property within the District at a rate of $1.40 per $1,000.00 of assessed valuation subject to otherwise applicable statutory limits.
Section 3. The District retains the services of full-time paid personnel and is qualified to levy the general property tax authorized by RCW 52.16.160. There shall be submitted to the qualified electors of King County Fire Protection District No. 27 for their ratification or rejection, at a special election to be held on April 27, 2004, the question of whether or not the regular property tax levy of the District should be increased to $1.40 per $1,000.00 of true and assessed valuation, subject to otherwise applicable statutory limitations. The Board of Commissioners hereby request that the King County Director of Records and Elections, to declare that an emergency exists and to call such election and submit the following proposition at such election, in the form of a ballot title substantially as follows:

Shall King County Fire Protection District No. 27 be authorized to increase its regular property tax levy to $1.40 per $1,000.00 of assessed valuation?
(This shall not be construed to authorize an excess levy and shall be subject to otherwise applicable statutory limits)
