Federal Way Fire Department - Proposition No. 1

BALLOT TITLE

PROPOSITION NO. 1
AUTHORIZING INCREASE IN PROPERTY TAXES OVER 1% LIMITATION

To ensure the continued delivery of fire protection and emergency medical services for the citizens and residents of the District, shall Federal Way Fire Department be authorized to exceed the 1% limitation on annual increases in property tax revenues, and allowed to levy taxes within its previously authorized limit of $1.50 per $1,000 of assessed value, as authorized by Resolution No. 361?

(This shall not be construed to authorize an excess levy and shall be subject to otherwise applicable statutory limits, except Initiative 747, if it is approved and becomes effective according to law.)

EXPLANATORY STATEMENT

This proposition will authorize the property tax levy rate to remain at $1.50 per $1,000 of assessed valuation. The proposition is presented to provide voters the opportunity to exceed the limitation imposed by Initiative 747, which would limit total property tax revenue to 101% of the previous year's revenue, regardless of the authorized dollar rate limitation of $1.50.

Approval or rejection of Initiative 747 will be decided by qualified voters in November of 2001. This proposition meets the requirement of Initiative 747, that any increase in revenue of more than 1%, over the previous year, be approved by the voters.

Approval of this proposition would allow the maintaining of the current level of services. Rejection of this proposition would lead to the loss of almost $500,000 in tax revenue annually, which would necessitate cutbacks in fire department services, by the potential reduction in the workforce, and the elimination of future purchases of emergency equipment necessary to keep up with the increased number of calls for service and the growth of the community.

If Initiative 747 is rejected by the voters, approval of this proposition would simply allow the previously authorized rate of $1.50 to be levied and collected.

STATEMENT FOR

The community expects HIGH QUALITY Fire Protection. We have it now in the Federal Way Fire Department. Let's keep it that way.

The purpose of this proposition is to meet the intent of Initiative 747 by asking the voters to approve the continuation of the present level of Fire District services for our residents, by allowing the Fire District to collect the current statutory amount of $1.50 per $1,000 of assessed valuation for one year.

A YES vote on Proposition One protects you, your family, your home and property from fire and life safety service reductions. It ensures that the current levels of our professional firefighters will remain in full force every day in Federal Way.
