ADULT DAY CENTER BONDS
$3,895,000
The Northshore Park and Recreation Service Area
passed Resolution No. 2001-01 authorizing, subject
to voter approval, acquisition of land and construction
of an approximately 19,000 square foot
adult day center in Northshore, issuance of
$3,895,000 of general obligation bonds maturing
within a maximum term of 20 years, and the levy of
property taxes annually in excess of regular property
tax levies to repay such bonds. Shall this
proposition be:

| EXPLANATORY STATEMENT |
|
Passage of Proposition No. 1 would allow the issuance of $3,895,000 of bonds by
the Northshore Park and Recreation Service Area ("Service Area") to provide funding
for the acquisition of land and construction of an approximately 19,000 square foot
adult day center within the boundaries of the Service Area, including, but not limited
to, nursing, therapeutic activity, exercise, nutrition and transportation service areas.
The bonds would be repaid out of annual property tax levies over a period of up to 20
years. The exact amount of annual levies for these bonds would depend on the
amount of principal paid each year and on the interest rates available at the time the
bonds are sold, but levies are expected to be less than 3.0 cents per $1,000 of
assessed value, or approximately $6.00 per year for a $200,000 house for the term
of the bonds.

PLEASE VOTE "YES" FOR NORTHSHORE ADULT DAY
CENTER BECAUSE...
- Caregivers like you and me struggling alone need a few hours
of relief, knowing that our loved ones are in a secure place
receiving the care they need;
- Adult day services reduce the need for costly health and longterm
care;
- Elders with Alzheimer’s/dementia and Stroke need specialized
health and transportation services;
- Adults isolated by Multiple Sclerosis, Parkinson’s and Developmental
Disabilities need care and companionship;
- A homey three-story facility will be built across from the
existing Northshore Senior Center, saving time and money in staff
and resources;
- Operating and equipment expenses will be covered by the
Center, with no added taxes;
- The bond will cost owners of property valued at $200,000
under $6 a year for 20 years. (The facility will be owned by the
Northshore Park and Recreation Service Area taxing district and
operated by the Northshore Senior Center.);
- An estimated 6,000 people are waiting to use our community
Adult Day Center when its doors open in 2003.

VOTE YES!
Help us meet our "laudable goal."
• Under $6 a year is a modest amount to pay for families and
neighbors who need our help now. • Alternatives have been
considered. Bonds are the best way to finance construction.
Operating funds will come from grants and fees. • DSHS disability
funds exclude construction costs. • Leased space means makeshift
service—no security for wanderers, showers for the incontinent
or privacy for personal care.

| STATEMENT AGAINST |
|
No matter how laudable the goal to build a facility to provide
exercise, therapy, nutrition, etc., for disabled adults, the excesstax-
levy funding source is questionable.
Out of 120 Senior Activity Programs in King County alone, only
one is located in a facility paid for by the local taxpayers: the
Northshore Senior Center in Bothell. All others are funded by
general government funding, grants, and/or private entities.
Since we Northshore voters went above and beyond by voting
an excess tax levy - which we are still paying - to build the existing
senior center, the proposed Northshore Adult Day Center should
be funded from grants or general taxes and/or private charitable
groups, as are similar facilities elsewhere. (The state DSHS
recently agreed to provide, subject to judicial and legislative
approval, at least $39 million by 2005 for developmentally disabled
services, which might be one funding source.)
Also, has anyone researched the availability of leasing time
blocks for disabled services at existing facilities, such as the
Northshore YMCA or private gyms?
Excess tax levies are the cumulative drips that overburden
taxpayers. All alternatives should be explored before adding this
additional burden to Northshore real estate taxes.

Recent news items have described a wide variety of service
programs by the Evergreen Hospital, the enlarged Northshore
YMCA, and services for the disabled, including transportation,
provided by the King County Developmental Disabilities Division
and other government agencies.
Before voting in yet another local excess property tax levy,
there should be a ferreting out and coordinating of existing
programs, to determine exactly what is needed, which may not be
as much as now thought.
