PROPOSITION NO.1
FIRE PROTECTION EQUIPMENT AND
FACILITIES BONDS - $2,415,000
The Board of Fire Commissioners of Fire Protection
District No. 27, King County, adopted Resolution No.
2001-6 concerning a proposition to finance the acquisition
of land and facilities. If approved, this ballot proposition
will authorize the District to pay costs of acquiring
land for, and improving, modernizing and equipping its
headquarters fire station, and carry out other capital
purposes, issue no more than $2,415,000 of general
obligation bonds maturing within 20 years, and levy
annual excess property taxes to pay and retire such
bonds, all as provided in Resolution No. 2001-6. Shall
this proposition be:

| EXPLANATORY STATEMENT |
|
If approved, this proposition would authorize King County Fire Protection District
No. 27 (Fall City) to issue no more than $2,415,000 of general obligation bonds to pay
costs of acquiring land for, and improving, modernizing and equipping its headquarters
fire station, and carrying out other capital improvements, as provided in Resolution
No. 2001-6.
The District Board has found that it is essential and necessary for the protection of
the public health, safety, life and property that the District improve, modernize and
equip the headquarters fire station which would enhance fire and life safety capabilities.
Without voter approval, there would be no funds to pay for improving, modernizing
and equipping the facility to better serve the District and its residents.
The bonds would mature within 20 years, and be paid by annual property tax levies
made in excess of regular property tax levies throughout the District at an estimated
average of $0.35 per $1,000 of assessed value, or an estimated $69 annually for an
average value house in the community served by the District.
Exemptions from taxes for the bonds may be available to homeowners who are 61
years of age or older, or disabled, and who meet income requirements set by state
law.

The time has come! Our fire department needs your help to
continue providing exceptional service. Simply stated, the facility
needs to be enlarged and updated to keep pace with the increasing
level of responses (call levels have increased from 153 in 1975
to 559 in 2000) and current earthquake code regulations.
Our fire station, built in 1976, was not designed to house the
equipment or manpower currently needed. Present office space
has been inadequate for the last 10 years, and the fire station does
not have sufficient living, kitchen and sleeping quarters necessary
to support the anticipated 24-hour a day staffed operation.
Due to prudent fiscal responsibility, the district has not asked
voters for a bond since the 1976 construction of the current Fire
Station (which was paid off in 1986). In comparison to surrounding
districts, our district currently receives $1.12 per $1000 assessed
valuation compared with $1.59 in Carnation-Issaquah-
Sammamish, and $1.71 in Duvall. This bond would increase
assessment by 35 cents - still a comparative bargain. For example,
a home assessed at $200,000 would increase approximately
$5.77 monthly.
We, who value the continued outstanding service of the Fall
City Fire District, must vote yes for Proposition 1.
