PROPOSITION NO. 1
CONTINUATION OF COMMUNITY
MUNICIPAL CORPORATION
The community council of the East Bellevue Community
Municipal Corporation of the City of Bellevue
has adopted Resolution No. 431 concerning this
proposition to continue the existence of the East
Bellevue Community Municipal Corporation. Pursuant
to RCW 35.14.060, this proposition would
continue the existence of the East Bellevue Community
Municipal Corporation until the first Monday
of January, 2006. Shall this proposition be:

| EXPLANATORY STATEMENT |

In 1969 the East Bellevue annexation to the City of Bellevue was approved by the
voters residing within the annexation boundaries. The voters also approved the
creation of a community municipal corporation for the annexed area, which has a five
member governing body elected by the voters within the area, called the “community
council.” The community council has authority to approve or disapprove ordinances
and resolutions of the city council affecting land, buildings and structures within the
community municipal corporation with respect to the following: 1) comprehensive
plan; 2) zoning ordinances; 3) conditional use permit, special exception or variance;
4) subdivision ordinance; 5) subdivision plat; and 6) planned unit development.
The community council may also advise, consult and cooperate with the city council
on local matters directly or indirectly affecting the service area.
Under state law, the community municipal corporation may continue in existence
for four year periods upon approval of the voters within it. On December 5, 2000 the
East Bellevue Community Council adopted Resolution No. 431 requesting that a
proposal for continuation be placed on the ballot.
If a majority of votes is cast for continuation, the East Bellevue Community Council
shall continue in existence for a four-year period. If a majority of votes is not cast for
continuation, it shall cease to exist and cannot be re-established.

Vote YES to continue East Bellevue Community Council (EBCC)
for another four years because, unless its continuation is approved
at this election, there will be no opportunity to resurrect
EBCC. This YES vote preserves the right of EBCC to approve or
disapprove land use changes in our neighborhood.
There are some proposed changes that could result in increased
traffic, nuisances or buildings incompatible with the
neighborhood. High-density housing and commercial developments
with their increased traffic threaten the residential life style
in our neighborhood. For many out-of-town commuters, 148th
Avenue has become an alternative to congested I-405, and other
streets in our area may suffer the same fate. EBCC will continue
to monitor and, if necessary, curtail this development in response
to citizens’ input.
EBCC is a valuable neighborhood asset. It allows citizens in our
area to actively participate in decisions affecting the quality of life
in our neighborhood. For 32 years, EBCC has an excellent record
of protecting, preserving, and enhancing our neighborhoods. The
work of EBCC has always received a high rate of voter approval
in previous elections.
VOTE YES TO CONTINUE THE EAST BELLEVUE COMMUNITY
