EXPLANATORY STATEMENT

The Skykomish School is over sixty years old and, while relatively well maintained, some major maintenance projects cannot be completed using available funds. All maintenance and repairs have been accomplished using general fund monies generated through the state's Basic Education Allocation. At present, there is no maintenance and operation levy nor outstanding bonds in the Skykomish School District.

The Board of Directors of the district have determined that three projects need to be undertaken immediately to provide for the safety and well-being of the students and staff, for the protection of the building's long term structural integrity, and for energy conservation. The Board proposes to place the proceeds of the levy into the district's Capital Projects Fund and expend the monies only on these three projects. The Board proposes to replace the existing windows, repair the library ceiling, paint the exterior of the building, and perform required environmental mediation due to the presence of lead in the building's exterior paint and window putty.

The Board will be authorized to levy up to $134,000 per year for three years to complete these projects should the levy pass. If the total cost of the projects is less than estimated, the Board will reduce the final year's levy to match the actual costs of the project.
