City of Sammamish - Proposition No. 1

PROPOSITION NO.1
ANNEXATION OF THE CITY OF SAMMAMISH
TO THE KING COUNTY
RURAL LIBRARY DISTRICT

Shall the City of Sammamish be annexed to and be a part of the King County Rural Library District?

EXPLANATORY STATEMENT

Prior to the incorporation of the City of Sammamish, the King County Rural Library District serviced the area comprising the City. Now that the City has been incorporated, the City has the option to provide library services for residents of the City by annexing to the King County Library District or by forming its own municipal library. The City of Sammamish City Council decided to place on the ballot the proposition of whether the City should annex to the King County Rural Library District.

If the City is annexed to the King County Rural Library District, the obligation to provide library services shifts from the City to the library district. The City may have a voice in the provision of library services through a City appointed local library board. Property located within the City will be assessed the same library levy rate as all other property within the King County Library District's service area. Property owners will continue to see a line on their property tax statement for the library levy.

If a majority of the persons voting on the proposition of whether the City should annex to the King County Rural Library District vote in favor of the proposition, the City shall be annexed to and shall be part of the King County Rural Library District. The City must remain part of that district for at least three years.

 

STATEMENT FOR

There are three library options open to the City of Sammamish: (1) operating an independent city library, (2) contracting with the King County Library System (KCLS) for services, and (3) annexing to KCLS.

Operating an independent city library would involve enormous expense disproportional to the benefits. The King County Library System and its vast resources and wealth of information would be impossible for a small library to duplicate.

The City of Sammamish currently contracts with KCLS to provide library services. This option requires annual renewal by the City Council and could leave Sammamish library users vulnerable to City Council budgetary decisions.

Annexation will keep payment for and provisions of services the same as it is now for the city residents. Residents will continue to be able to use all Library System facilities and services, including not just those in neighboring communities (such as Redmond and Issaquah), but all within the entire system.

The King County Library System is the third largest circulating library system in the nation. Vote YES for annexation so Sammamish citizens may continue to enjoy participation and access to the vast wealth of information,

programming and services this excellent library system provides.
